Meeting Against Torture along with other Cruel, Inhuman or Degrading Treatment or Punishment (1984) (article 1) This treaty is essential since it is not restricted to mention actors (governments), as torture is defined broadly in Article 1: “any work by which serious discomfort or suffering, whether real or psychological, is deliberately inflicted on an individual for such purposes as acquiring from him or a 3rd person information or perhaps a confession, punishing him for an work he or a 3rd individual has committed or perhaps is suspected of getting committed, or intimidating or coercing him or a 3rd individual, and for any explanation centered on discrimination of any sort, where such discomfort or suffering is inflicted by or in the instigation of or because of the permission or acquiescence of the general public official or other person acting in the official capacity”. This shows the intention to deal with situations falling in the range associated with the treaty each time a continuing state will not investigate or prevent them.
